From the item description i can tell that this jacket is padded with cotton and the rest of the jacket made out of brocade fabric, so this jacket can only be washed by hand?

It costs $219. The price includes the custom duties. You don't need to pay any extra fees for it. And the delivery fees to Germany will be paid by our workshop to save you most too.
Yes. The jacket is padded with cotton and it is made with the top traditional brocade fabric. It can be washes by both hands and machine. You may turn the inside out of the jacket when wash by machine. So it will not hurt the jacket. Please note that it can't be dried by machine.
